At least files should be resumable. It costs nothing and save a great deal of time. It is totally insane to try to get a 3Gb rom repeatedly and fail, whatever the reason, and start over again and again!
It is not about what is "allowed". As far as I know, Vimm is not placing arbitrary limits on anyone's download speeds. The fact is, bandwidth is limited, and the more people there are downloading at a time, the slower each individual person's download will become. Your best bet is to simply try downloading at another time and hope that more bandwidth will be available.
