I think I figured it out; Chrome was blocking website ads. So now I'm going through the site and serving myself ads to hopefully clear the throttle.
Was hit by an 80 KB throttle after a few days of downloading PS3 files, totally understandable for how big those files are, and I love this site.
I was wondering how long the throttle lasts? Searching this forum seems to take only a few hours to a few weeks to reset. I just hit two weeks of throttle speed, and I'm hoping I didn't perma-throttle myself or something...
