The Xbox, 360, PS2, and Wii vaults all seem to be affected by this DLL2 error thing. Maybe others. Older vaults seem to be fine. PS3 vault seems to work, too, but I've only tested a couple downloads.
It is also happening with Halo: Combat Evolved and Halo 2
