I don't think there's any rule against linking to external sites as long as it's not spam or malware. At least I've never gotten into trouble for it.
No clue what the plan is going forward to keep the ROM hacking section updated, though. Seems like it was a bit of a spur of the moment thing to me.

This version has been outdated for about 2 years. The proper version can be found on numerous sites I've uploaded it to. A google search of the hack name can easily lead to it, I'm unsure how Vimm feels about us linking to exterior sites.
