If you're referring to the stores themselves, let me just say right away that this is only possible on the Nintendo Switch eShop and the PlayStation Store (although the PlayStation 3 and PlayStation Vita stores will be closing soon), because the other stores you mentioned have been closed for a long time, and you won't be able to make any new purchases there.
Is it possible to download content from the DS shop, the 3DS, Wii U and Swith eShop and PlayStation Stores which would contain every DLC for every available game physically or digitally such as Sonic & Sega All-Stars Racing for the PS3, Sonic & All-Stars Racing Transformed for the 3DS, PlayStation All-Stars Battle Royale for the PS Vita and Teenage Mutant Ninja Turtles: Splintered Fate for the Nintendo Switch?
