NA never got a physical release, and the EU version only got a limited edition physical release which probably isn't verified by Redump yet. The Wii U Vault only includes Redump-verified physical disc dumps, so for NA you'll have to go to MiNERVA or the Internet Archive, and I think(?) USB Helper Launcher still works to download data from the eShop servers, since Nintendo still allows people to download previously purchased Wii U content, but don't expect that to work forever.
