Just tried & can confirm this bug is happening. In this specific case, I think it's probably because page 14 (the back cover of the manual) is experiencing an Image Not Found error, which could be causing an issue with the compiler when it tries to retrieve the individual image files to "stack" them into a pdf.
I don't have the means to fix this, but if you still need the manual in the meantime you can directly access the pdf of the Metroid Fusion manual from Replacementdocs here.

I've provided plain-text links for two reasons: firstly, in case something goes wrong with my HTML, it provides a second layer of access to the resources; and secondly, it allows the rightfully suspicious to more easily check what they're being linked to. I've also provided the direct link to the pdf because Replacementdocs is having some issues of their own regarding their download buttons, and I know manual link correction can be difficult for some people.

With regard to the trustworthiness of the source, Vimm also appears to have an account over there & has used Replacementdocs to supplement some of the Dreamcast manuals here, which is how I found it. As always, utilise these tools and information at your own discretion, but I sincerely hope this helps!
