I think one of the best controllers for any console has been the Xbox 360 controller.  If you get one with the plug and play charger and download the drivers you could probably use that for emulators or your other PC gaming needs.

I think if you have a Wired Xbox 360 controller then you might not even need the driver.

USb sega saturn controller are all over the place now. So if you are looking for that perfect controller for multiple emu's, then there ya go. They are all going for around $25 each.
