It sounds like Sid Meier's Pirates! but the only version I've ever played of that was for the PSP. You play the role of a pirate, whose entire family has been kidnapped and you build up your armada and prestige by defeating other pirates, navys, and cities. It was on the NES and Genesis. It's in the Vault as Pirates! for the NES and Pirates! Gold for the Genesis.
