I've removed the speed cap on downloads so everything will download at full speed now. I think I've configured Vimm's Lair to use a megabit of bandwidth (I just discovered the setting). So, if only one person is on the site they should get a full megabit (~125K), otherwise they have to share it with everyone else. I'm hopeful that will work out and I can do away with download queues.
Yup, the site was down for an OS upgrade. I'm noticing some odd behavior now though. Downloads work for me but it's buffering the entire file before it sends it out, which causes a long wait. If I can't find a way around it I'll have to uncap the download speeds until I can work out a new system.
