I've read that the newest DirectX versions have lots of incompatibilities with much software, including many drivers.  Unless you're using Windows XP or something older, you might be screwed.  :-(

You might need the latest DirectX drivers as well. You would have to install the Web Installed to get those. If you're certain the latest DirectX is installed try deleting the Snes9x.cfg file with your emulator and then booting snes9x up again.
If that doesn't work you might want to try ZsnesW instead.
