I'm pretty sure Vista+ supports DirectX9 since 10 and 11 are supposed to be backwards compatible. I can run VBA-M on Windows 7 without any trouble. Perhaps you're missing an optional library that shipped after your DirectX was installed. Check out Microsoft's site to download all the latest DirectX9 updates.

I believe this means you need to install DirectX 9 to run the application. Windows Vista does not support such a version; its oldest "legitimate" version is version 10. :-(
