I tried re-installing another DirectX file and that didn't work either.
Might as well re-install the computer completely, I don't have any particularly precious files on it anyway. -_-

But in any case, the image I am looking for is the way it looks here:

The background around Maria is blue just like everything else,
but on my roms the immediate area around the characters is black, almost like the characters were photographed in a black room and then laid onto the blue menu.

In that case, I'd say you either need to re-install your graphics drivers, or DirectX is being a pain in the you-know-what. :-)

Have you updated DirectX lately? I know the latest versions have all sorts of software conflicts.
