As a prototype game that was never meant to be released, Star Fox 2 crashes fairly regularly and is impossible to finish. It's not an emulator problem.
I haven't played it myself, but one of the three emulators in the Emulation Lair can surely play Starfox 2 without problems. N64 emulators aren't nearly as good so you may have to try Star Fox 64 with a different emulator.
