Open ePSXe, click File->Run ISO->Find the BIN or CUE file and click Open.  See if that works.

I'm still just as confused. I downloaded that program you linked for me, but I'm not sure what the hell to do in it. I've extracted the file (or at least I think I have), but I still can't figure out how to get it to work in the emulator. It's a bin file now, which once again, I have no clue what it is and how to get it to work.
