Ah, now that makes sense. If you install a program and then delete the files yourself, Windows doesn't know they're gone. That's why you should always uninstall programs from the control panel. Perhaps I can update my installer to handle that scenario.
I reproduced this in XP. Vimm's installer may not be seeing his uninstaller- because it isn't there anymore. Download this file:

Unzip it, open the folder and copy the 2 emu folders (they contain Vimm's PSX uninstallers). Paste those 2 folders into your Program Files folder, or wherever they were located when you installed previously.
Now try to install the programs again.
