Does it give you a specific error message? Just tested the file on my side, and it extracted okay.
I'm using 7-Zip 9.20 and this is how unpack the files:
1) Start 7-zip
2) Use the drop bar (under and to the right of all the command icons) to select the folder the file is in
3) Single-click the 7zip file I want to work with
4) Hit the EXTRACT icon
Depending on how you configured 7zip when you installed it, you may be able to simply right click your file and choose to unzip it that way.
Also, be aware that if your download was incomplete for any reason, the download will be corrupt and probably won't extract. You can check if the file is okay by hitting the TEST icon which is near the EXTRACT icon.
