Found this information on NGEMU on how Pete's D3D Driver should be configured to get this to work right.
Resolution/Color:

- VRam size: 0 MBytes
Framerate:

There are probably other ways as well. Another person says enabling scanlines to 200 works.

Hey there,
I seem to have some kind of problem with very specific areas within Tales of Destiny. The graphics are fine until it comes to the country of Calvalese and the towns therein, the Swordian Lab, and the instance where Philia hears her calling to Clemente and they travel down via the Sea Dragon, Bernardo. In each instance, where there is supposed to be like waves of heat or water, the image on my emulator is distorted. Everything is black with very thin horizontal lines of the actual screen traveling upward. I don't know how to fix this, or even if it's some problem from when the game was ripped from the CD. (Or whatever method is used for creating ROM's.) I'll include a small screenshot below to give you a look at what it is that I see.
