Is there only one phone jack in the house? You might try an alternate jack and see if its performance is the same.
I'd also try checking your modem drivers. I know the drivers can get corrupted for a number of reasons, usually through no fault of the user (Windows being the incompetent dumbbell it is, usually).

My dial-up connection has suddenly become extremely unreliable. It drops frequently, sometimes without bringing in even a single page. Occasionally it stays connected for longer, but at only 70% of normal speed.
The same thing happened a couple of years ago and it turned out to be a problem with the phone line. Took them two months to come out and fix it.
If this keeps up, I'll have to start using my computer for something other than a molasses-slow conduit for free pr0*drop*
