Can I run Higan?

Hi all, I want to play snes games on the higan emulator but my computer knowledge is little to none so i got a couple of questions.

Will I be able to run higan smoothly with these specs?:  

- Intel Core I7-4790 CPU@ 3.60 GHZ
- 8 GB Ram
- NVIDIA GTX 970

And if the above answer is yes: well, obviously I tested higan and i noticed that every US game is 60 fps but yet there are some framedrops. Is higan so accurate that it emulates the framedrops present on the actual console? It doesn't seem to happen to PAL games which are 50 FPS (I'm from Europe). Has this framedrop always been there on US consoles?

Also what about emulators like PCSX2? Will it run smoothly with my specs?
