To add to this - Dolphin, from what I have seen, is only on Android - so if you own an iOS phone then it's probably a no go. Unless there's another emulator out there.
you're going to need a pretty beefy phone or tablet in order to run any gamecube games. Not impossible but I can't imagine it would be a very smooth ride.
Regardless you will need an emulator to run any of the roms here. I'm not aware of a mobile gamecube one, however, but I also don't have an devices that would be able to run any gamecube games reliably so I've never looked.
