When ever I get that I Just keep refreshing page. And it should start downing after the first refreshes

I've waited for a bit and tried it again but I keep getting
"Please wait for your download to finish before starting another.

If you're not downloading anything, please try again in a couple minutes."

I saw a few posts about it, but no solutions.
