The Final Fantasy IV re-translation on the site.

Hey, I'm not really J2e so I most likely have no say in this. In the readme file for the Final Fantasy IV re-translation, (Seen here: https://vimm.net/vault/1231) it clearly states:
"This patch was created through the hard work of the many people
at J2e and we would appreciate it that you do NOT distribute the
PATCHED rom!"
I was wondering if there was a way to just have the IPS file on the site, bundle the original rom with the patch, or remove it altogether.
