Which backend are you using? Try playing around with that

I suggest using Vulkan first and then just keep trying other ones if that doesn't do anything for you. You might have to restart Dolphin each time you choose a new one, I can't remember
That won't change anything unless you didn't fully download it the first time, and if you were able to extract it, then it was downloaded correctly
