Sounds more like Shingen the Ruler (NES) to me. It's available here at Vimm's. Very hard game.
Romance of the Three Kingdoms is sort of similar, you start with a few territories and try to take over China, but they only have one type of soldier (named "soldiers") who are lead by generals (who get a bit better as you play, but mostly you enlist better generals).
