Do you think one of those $500 builds would be okay (there are many online with Ryzen 5 2600, and Radeon 570 cards, etc.). I don't play other games really, I just want a shooter and a football game from here.
That's a better choice, anyway. Better emulation performance is more geared towards the speed of your computer's processing speed than its graphics. The operating system will make a difference, too; some operating systems are just slower than others. DirectX speeds are pretty much a mess; each update speeds up one thing while slowing down something else, breaks something else, fixes something else ... Ugh. This is a major, major reason why I don't program for Windows anymore. So I just go more 8-bit as time goes on.
