Why doesn’t the top of this board, in the description, specifically say that Vimm doesn’t attempt to find japanese ROMs? If it’s such a strong policy not to find them then why not have it front and center?

Your best bet is to get it from internet archive. It is a japanese game and thus is very unlikely to ever be hosted here. \
