The dump is missing from Redump, and thus can't be verified by the Lair (and therefore not listed for upload): http://www.wiki.redump.org/index.php?title=Sony_PSP_Japan_Missing_Games#T. If you have the original PSP game, you would first need to submit dump information to Redump (http://wiki.redump.org/index.php?title=PlayStation_Portable_Dumping_Guide), wait until it gets added to its database, ask Vimm to update the Japanese game list for PSP, and then submit the dump.

Quite cumbersome, but it is the price to pay for proper dumps.
