That file is the emulator as well. Since risky's revenge is dsiware it has to be installed on the system, and not just used as a game. MelonDS has the option to emulate an entire system, including the firmware, but that requires the firmware files of an actual dsi. The firmware files included in that download just happens to have risky's revenge pre-installed, and that's why you can play it, if that makes any sense.
