Windows Explorer gives you this message? Or are you using an extraction utility?

For instance, I downloaded Arkanoid. When I tried to extract the file and save the game I get a popup that says File: Arkanoid.smc is password protected. Please enter a password in the box below.
I have downloaded quite a few games and never run into this before. But now, no matter which game I try I get this message. Help?
