Not too sure. While the 2 gen rule for consoles/handhelds applies to generally everything, the Wii U & 3DS are closing their shops next year. I'd say when the 10th generation happens or when Nintendo makes another portable console then he'll add a 3DS Vault. Meanwhile check the r/roms megathread or hshop if you are really in need of 3DS ROMS. "Oh so you're a dumpbro, right? Then prove your legally owned copy of Mother 3."
