From what you have described, it sounds like the Xeno is not the issue, which leaves the POT. or the discs. You should burn the discs on X1 speed for best results. According to this guide (https://forums.afterdawn.com/threads/guide-how-to-properly-burn-nintendo-gamecube-games.622526/) you should also select "finalize disc" before burning. Also, are the images you are burning 1,459,978,240 bytes? From the picture of the burned disc (and assuming the entire shiny part of the disk can be written to), it looks like the file you are burning is less than 1.4GB, which could also be your issue. Make sure you are converting the nkit.iso to a regular iso before you burn it to eliminate possible errors while debugging your setup.
If X1 discs and 1.4GB images do not fix your issue, it is likely the POT. When you say you are fine setting the laser too low, are you talking about reducing the POT. value (and increasing power going to the laser), or reducing power going to the laser (and increasing the POT. value)? I believe you need to be increasing the power going to the laser (so decreasing the POT. value) in order to read burnt games, so if your turns are decreasing the laser's power, try turning the other direction.
If you exhaust all potential issues, perhaps it is the discs themselves that are not compatible? If possible, it might be worthwhile to buy a few higher quality discs and try with those.
Also, you shouldnt need any save data on your card. As far as the gamecube is concerned, the disc you are using is legit, so it will take care of creating the save file

Another thing I wanted to ask. Do I need a save file in my memory card of a game I'm trying to burn? I'm burning the files from this site onto my discs as I don't have the actual games aside from a couple cheap legit ones.
