Depending on what game it is, it very well just may not be compatible with RPCS3 yet (though they still get uploaded here for archive's sack and because they can run on a jailbroken PS3). As with most emulators, RPCS3 is an on-going work in progress that still has a lot of progress to go before it achieves perfect emulation and compatibility. General rule of thumb is to avoid trying to play highly demanding games (like MGS4 or most open world games) because they just won't work until RPCS3 gets some substantial updates.
If your goal is to use the emulator to play games, I highly recommend always checking the compatibility list to determine which games are actually playable and which aren't.

There's also the potential issue that your computer just isn't up to snuff to run RPCS3; while the minimum requires specs claim it will run on "Any x64 CPU" you need a 6 core, 12 thread CPU to run most games with a steady framerate. If you're trying to play on a 2 core 2 thread CPU or a 4 core 8 thread CPU, you could see the emulator fail to work at all because your computer doesn't have enough threads to emulate the PS3's proprietary CPU.

I downloaded a game but it wont boot up on RPCS3 i downloaded it from here. i dont really know how to make it notice it
