The RPCS3 Quick-start Guide has some documentation ready for dumping, you can do FTP Connection (I recommend FileZilla https://filezilla-project.org/) or you can use a Blu-ray drive which can be pretty specific to purchase.
As for uploading, I cannot help you there because I just don't know how to upload a PS3 ISO. I've tried uploading a PS3 ISO previously, but I only know how to back up the game files from my PS3 onto my PC.
