I'm French and so I'm also interested in other languages available (of course French language on my side)... But unfortunately for you, anything before gen 7 games, results in having only English most of the time due to NTSC localization...
Yes, there are here and there USA (NTSC) roms and isos that have more languages available (mostly worldwide or region free releases actually especially the biggest games like the Sonic ones for example), but NTSC is mainly English (or Japanese) in its essence de to monolingual murica or insular Japan...
Considering Gen 7 games (Xbox 360, PS3, Wii), NTSC isos have the three main languages of America (not USA), due to Hispanic minorities being more and more important and Quebec laws, that's to say English, French & Spanish (sometimes a fourth one is included being Portuguese due to Brazil).
German language being considered more European, your only option is to have more PAL uploaders to provide the roms/isos for you and other Germanophones...
