I don't have any experience with Emulation on Palm devices, but I'll try and help anyways.

You could try Little John's Multi-Emulator for PalmOS 5.0 or Up, that can emulate NES, SNES, GB, GEN, and a few other systems.  The ROMs would be the same as ROMs for any other emulator, so you could get some of them at Vimm's Lair.
