It says here there was an official North American English PSN PS Classic release:

I also know there was an undub for it tho... like a fan localization attempt but didn't have subs for the FMV cutscenes.

Persona 2 has two versions: Innocent Sin and Eternal Punishment. The West only got Eternal Punishment on PS1 and Innocent Sin on PSP, despite both being on PS1 and PSP. Lycan is asking for the PSP version of Eternal Punishment.
