You may not get what you're looking for, but it's your best shot if you ask me. Searching up anime tactical RPGs seems to bring up quite a few results for the PSP alone.
Nah man, Valkyria Chronicles is a whole different beast. I've played VC a lot, I'd know. The game I'm talkin about is pixel art with VN style portraits. I guess it was kinda like Fire Emblem. But it's definitely NOT Fire Emblem.
