SNES or Genesis game, can't recall name

System: Genesis
I think it is a genesis game, in it you would slowly build up towns in a very localized area, and your population would get bigger, you could cause earthquakes to destroy the town, and have it rebuilt, to make better houses then the crappy ones that were built at first. That was half the game, building villages, the other half was a side scrolling hack and slash game, where you would defend your villagers, supposedly they would unearth dungeons as they built. I can not recall the name for the life of me, I thought it was a genesis game, went through the lists and DL'ed all the ones I thought it could be, no luck though, any help is appreciated.
