About PS2 emulation on PS3 Slim and PSN

Hello everyone,
I and my friend are confused of what is in the title.In most tutorials you do need a PSN account which makes my friend worried.Would he get IP banned?
Also PSN could always be shut down so how can you emulate PS2 games after?
Most likely he has PS3HEN (he had someone else mod his console and cannot contact them) given he does need his PS2 ISOs encrypted.
But he has system version 4.8*1*.
Still,we have no idea if he has PS3HEN or CFW.I really tried reading the Wiki but I end up walking in circles.
I have no idea about anything PS3 homebrew myself so please someone clear this up.
