Have you tried checking the CRC checksum of the file to make sure your download wasn't corrupted? If you have 7Zip installed on Windows, you should be able to just right-click the archive and choose the "CRC SHA" menu, and then click "CRC 32". Wait for the hash to be calculated, and then compare it to the CRC hash number given on the vault entry.
