Rom's quality

Quick question.
I've notice that on most roms from older consoles (Gamecube, N64, SNES, PSP) things like menus, intros, options, look... bad: blurry, crooked, pixelate, etc, while the game itself and I mean, textures, shadows, characters... gameplay in general looks great
Is this due to a lesser quality dump from the original cartridge, disc to save space?
