The servers are not state-of-the-art high end equipment, hence the low download speeds and being limited to one file at a time. They probably aren't prohibitively expensive to maintain as a result. The only revenue comes from ads and presumably Vimm's day job.

Vimm has stated that he doesn't accept donations to the site, which leaves me to wonder how the site stays up. Surely the cost of maintaining the servers for 26 years now would be astronomical given the sheer amount of content being hosted. My only guess would be that the ads on the site give Vimm some amount of revenue to keep the lights on in the server room. I gladly turn off my adblocker solely for this site just in case that's how the site stays up.

Regardless, I love Vimm's Lair and hope to use it for many more years. I'm a longtime visitor, but have just now joined the boards to show my support.
