one last guess,
Shining Force or Shining Force 2. They don't have a fox as the main character and they aren't action RPG's like Zelda, but they are fairly popular Genesis RPGs, were both on Sega Channel, and have Dog/Wolf/Fox-men characters.
it's been a week and I haven't been able to come up with or find info on any Genesis RPG that fits that description. If you want to provide more info maybe that will help and jog someone else's memory but i'm at a deadend so sorry but I got nothing.
