it's been awhile since I had a Dreamcast and even then I never got the damn emulator to work. But the first place you might want to start is with the emulator, DreamSNES. I found this tutorial on Google, but I dunno if its good or not. A problem I had with DC emulation was configuring it to autoboot/selfboot. That tutorial doesn't make any reference to an autoboot program, maybe it does it for you or maybe it doesn't work, I just don't know because I always remember having problems with autoboot programs like DiscJuggler, DC Factory, and others.
Since it's been like 6 years since anyones taken any interest in the DC most of the sites are dead, but if DCEmulation recovers from its recent hostile takeover you might want to try them for tutorials and guides. The only advice I can give you is make sure the ROMs are all extracted, not zipped, when you make a disc.
I have a freind that was able to put a bunch of SNES roms on a cd that could be played on a DreamCast. The problem is that he hasn't done it in years, and forgot how. Can someone enlighten me?
