It's called torrents. As long aspeople seed it, the torrent lives on. I still share torrents from 10+ years ago.

I wonder if there is some kind of file sharing protocol based around distributing files across many separate users so that downloads are not dependent on a single uploader...

Maybe it could be called a "byte flood", or a "data hydrant"...
