I don't see why not. All of the hacks are already downloadable in one ~12GB zip file. The hardest part would be to figure out what hacks go to what game.
You also already have a layout for ROM organization, you can probably re-use that in some capacity for listing ROM hacks.

Just thinking out loud, but it wouldn't be hard for me to ingest those files and reproduce romhacking.net at Vimm's Lair. With a database export I could do it faster.
