No-Intro catalogs them, and Vimm also uses No-Intro's database. I'm pretty sure the reason why PS3 and 360 DLC is not cataloged or stored here is because they are part and parcel of PSN and Xbox Live respectively. PSN still exists and you can still download content from it, so Vimm won't touch it at the moment, and while you can no longer pay for new content on Xbox Live on the 360, you can still download free content and previously purchased content, so the service is not yet defunct.
For comparison, Vimm has had WiiWare for three years now, which is digital content and not part of Redump. The difference is that the Wii's online services have been shut down for over a decade, making it a defunct service that better fits Vimm's rules for inclusion.
The reason there's no PS3 and 360 DLC is because Redump does not catalog them. I don't know why Redump does not catalog them, but that's their prerogative.
