They are a few ISOs of 3DO games out there, as I've found some myself. Most of them are only accessible through bitTorrents. At least one 3DO emulator is out there, but being on Dial-up, I can't really download any ISOs for it. :-(
As for Jaguar emulation, emulators in *nux and Mac were said to work better. Never been able to try them out, though.

I'm not even sure the 3DO was ever successfully emulated (Or even seriously attempted to be emulated) and I don't recall ever seeing any 3DO ROMs/ISOs around, although I never really looked.
Yeah I don't think the Jaguar emulation scene ever obtained much success, mainly due to a loss of interest by everybody.
