Follow-up question: I just remembered how SNES games have the whole headered vs unheadered situation requiring separate patches for either. This is key because there was a rom hack already on romhacking.net, Bust-M-Up, that I was originally going to put together a version that worked with an unheadered rom as the existing patch only works with a headered rom. In other words, this is a lengthy way of asking if there are any plans for editing/modifying the listing of existing rom hacks so as to include updates and/or fixes and such? (heck, maybe like game versions, they could be listed as separately-available versions, using the original romhacking.net upload as the baseline version and then any subsequent versions to be listed in the same sort of drop-down menu?)

Quality control is a challenge I'm not looking forward to.

I can see the need for English descriptions since you can't QC what you can't read. These days a quick pass through Google Translate should give you a good feel what it says, so maybe that's enough.

Having the creator submit is ideal but as you've pointed out, that's not realistic.
